| If stealing is punishable by death...and the Capitol steals the Avoxes from their familes...then the Peacekeeper/person who stole said Avox from their family is going to be punished b death and the person who executed said Peacekeeper/person would be executed for stealing someone's life, and it all keeps going on in a circle...
It's really confusing...but that's just how my logic works XD
